Ultimate Encoder is an MPEG audio encoder and decoder, with integrated CD-grabber and CD-player. It supports MPEG Layer 1, 2 and 3. It takes Windows PCM .WAV files or Direct CD audio tracks as input and encodes them to MPEG files which can be played with MPEG players such as WinAmp. It also has a built-in decoder which translates MPEG Layer 1, 2 and 3 audio files to Windows PCM Wave files.
